On April 8, 2011 at 1948 hrs, Kerrville Chief of Police John M. Young, Jr., announced Kerrville resident, David Francis Clark, was arrested for Murder of the 1st degree as a result of the investigation conducted by the department’s Criminal Investigations Unit.
On April 6, 2011 at 2:17pm, Kerrville Police Officers responded to the 1700 BLK of Junction Hwy regarding the discovery of a body found in the wooded area near Dietert Creek.
The Kerrville Police Department’s Criminal Investigations Unit began their investigation to determine the identity of the body and the cause of death. The body appeared to have been at the location for some time based on the level of decomposition.
Justice of the Peace William Ragsdale was called to the scene and ordered the remains be taken to the Travis County Medical Examiners Office for an autopsy.
On April 7, 2011, Investigators received a preliminary report from the Medical Examiners Office identifying the body as Rebecca Richards. Richards was reported missing by family members on January 25, 2011.
On April 8, 2011, Investigators located David Clark in Kerrville, who was the last person to have seen Richards on December 4, 2010. During the interview Clark admitted to killing Richards as a result of a verbal disturbance at his residence in Kerrville.
The Criminal Investigation Unit Investigators then presented the information to the 198th District Attorney. The 198th District Attorney’s Office authorized the filing of a complaint against Clark for Murder – 1st Degree in violation of Texas Criminal Penal Code 19.02.
An affidavit was filed against Clark with Justice of the Peace William Ragsdale and an arrest warrant was issued. A $100,000.00 bond was set by the court.
