Description:

The City of Kerrville is seeking the services of qualified Progressive Design-Build teams with experience and skills for the design, permitting, and construction of the Heart of the Hills Heritage Center (HHHC) located at 529 Water Street, Kerrville, Texas.  The City of Kerrville plans to convert a historic house in Kerrville, Texas, into a multi-purpose facility for use by staff and the general public.  The City has elected to use the Design-Build method of project delivery authorized by Texas Government Code 2269 to facilitate design and construction necessary for the renovation of this facility.

The City of Kerrville plans to convert the A.C. Schreiner House on the Butt-Holdsworth Memorial Library Campus into the Heart of the Hills Heritage Center.  The Project will consist of renovation to the existing structure and other improvements to the site.  The preliminary building program is:

  • A.C. Schreiner House – 1st & 2nd floor museum
  • A.C. Schreiner House – 3rd floor archives/storage, meeting rooms, offices and work stations
  • Install additional electrical components including new outlet for displays 
  • Upgrade the building to meet current ADA requirements
  • Install a new elevator
  • Install HVAC throughout the building
  • Entry Plaza
  • Amphitheater
  • Pavilion
  • Parking
  • Arbor
  • Overlook
  • Trail / Trailhead
  • Outdoor Display
  • Market and Gathering Spaces

All communication and direct questions regarding this RFQ and the Project shall only be submitted by email specifically referencing this RFQ to the City’s Point of Contact: Kyle Burow, City Engineer, at Kyle.Burow@kerrvilletx.gov. This information should be requested as soon as possible in order to allow time to prepare the document and comply with the procedures. ALL QUESTIONS MUST BE SUBMITTED PRIOR TO 5:00 P.M. ON JUNE 3RD, 2022. Interpretations or clarifications considered necessary by the City in response to such questions will be issued by Addenda. Addenda will be transmitted through the Civcast website. Questions received after the deadline for RFQ questions may not be answered.

Qualifications:
A mandatory procurement conference and site tour will be held on May 17th, 2022, beginning at 10:00 a.m. in the Downstairs Meeting Room at the Butt-Holdsworth Memorial Library at 505 Water Street. The site tour will consist of the existing A.C. Schreiner House and site for the Project.
Miscellaneous:
Completed statement of qualifications must be submitted through the project website, www.CivcastUSA.com. No proposals will be accepted after deadline identified in the RFQ packet or subsequent addenda.
