Bills are due and payable upon receipt. Any user or customer of the system who does not pay the amount due within fifteen (15) days of the date of the bill shall be charged a penalty in the amount of ten (10) percent of the current amount of such bill. In the event any customer does not pay any bill in arrears and all other rates and charges due and payable within twenty-five (25) days of the bill date, water service will be disconnected. Whenever the amount past due and delinquent is paid by the customer, water service may be resumed, but there shall be a service charge payable in advance of such reconnection.
